Jeff Mendonca is the founder of JIL Sovereign and the architect of the GrantsProof platform. His career spans financial-systems architecture, regulatory technology, capital-markets infrastructure, and post-quantum cryptography. The JIL Sovereign protocol - the L1 chain underlying the GrantsProof platform - is the result of three years of design work focused on a single question: what would the philanthropic sector look like if every disbursement carried evidence that survived adversarial scrutiny?
Before JIL Sovereign, Mendonca built and shipped systems in environments where the cost of an undetected error was measured in nine figures and the audit trail was the artifact regulators trusted before they trusted any human testimony. That discipline - making the trail itself the asset - is the design DNA of Attestyx. The platform's 148-check Verdict Engine, its CourtChain anchoring layer, its 5-of-7 Council supermajority for bad-actor inclusion, and its dual-corporate structure (Holdings WY for the IP, Technologies DE for operations) are all expressions of one principle: build the system so the system itself is the evidence, and the people running it are interchangeable.

Operating philosophy
The GrantsProof team operates under three rules:
- Build the trail before the deal.Every product surface ships with anchored audit output before it ships to a customer. Verification is not added later.
- Refuse custody. JIL Sovereign Technologies does not hold, route, or transmit charitable funds in any jurisdiction. Foundations are the fiduciaries; the platform is the evidence layer.
- Outlast counsel turnover.Every decision is documented in primary-source form so a foundation's general counsel ten years from now can reconstruct what was done and why, with the same fidelity as the team that did it.
